Chicago's $162,500-per-year "Chief Portfolio Officer" Oliver Sicat, is paid more than Chicago's highest paid public school principal. He apparently earns his pay by inventing Orwellian neologisms like "underperforming seats" to accompany his monthly semi-literate Power Point presentations that wow the comatose seven-members of the Chicago Board of Education.
