Why is CTU paying 73k for communications consulting from St. Louis?

Why is the Chicago Teachers Union paying a total of 73,000 for communications consulting from St. Louis? in the the fiscal year 18-19? and reporting it as two different work tasks?

Looks more like a job disguised as consulting services - But who knows maybe people in St. Louis know how to give advice on Chicago Union communications. Problem with that theory is that the CTU has a communications department 🤔 Was this expenditure approved by the Executive Committee? #ctuspending

If you notice the spending records code the consulting as Representational Activities and Union Administration two completely different types of union work.

Report the labor organization's direct and indirect disbursements to all entities and individuals during the reporting period associated with union administration. Union administration includes disbursements relating to the nomination and election of union officers, the union’s regular membership meetings, intermediate, national and international meetings, union disciplinary proceedings, the administration of trusteeships, and the administration of apprenticeship and member education programs (not including political education which should be reported in Schedule 16).

Do not include strike benefits that must be reported in Item 57 (Strike Benefits) of Statement B. The union must also report disbursements associated with efforts to become the exclusive bargaining representative for any unit of employees, or to keep from losing a unit in a decertification election or to another labor organization, or to recruit new members.
