Angelica Alfaro works for the Noble charter schools and has spent nearly a decade organizing vicious attacks on the city's real public schools. The announcement above was sent to First Ward residents by their alderman.Some pictures are worth more than a thousand words, and there are few as blatant as the invitation First Ward Alderman "Proco Joe" Moreno sent to his constituents at the end of January inviting them to what looks like a Valentine's Day party for State Senate candidate Angelica Alfaro. As we've reported previously at Substance, Alfaro is a long-time employee of the Noble Network of charter schools and a vicious opponent of the city's real public schools. For years, Alfaro has been organizing the parents who speak out about the horrors of the city's real public schools and about the salvation their families have found at "Noble."

Left out of the narratives is the fact that some of the most corrupt educational institutions in the United States are Chicago's charter schools. Not only does "Noble" kick out or force out kids who might "lower" test scores, but the school also encourages non-union workers whose main qualifications for their jobs seems to be a warped "love" of children. On January 28, 2016, the Chicago Sun-Times reported the story below. The Chicago Tribune has ignored the story. (Could it be because the Tribune's editors are so biased they "know" that charters are truly better than real public schools, and that pervert teachers are just "bad apples" in the charters, while the majority of real public school teachers are responsible for the "failure" of the children...). Also as noted below, the TV news reports leave out the name of the "school" where this alleged criminal taught.

Dance teacher groped students, sent lewd pictures: prosecutors

A Noble Street College Prep dance instructor allegedly groped two of his 16-year-old students and sent the boys and another male student at the West Town school pictures of his genitals on Snapchat.

Substance photo by David Vance.When Angel Pagan sent pictures of his uncircumcised penis to a member of the dance team on the social media app, he added the hashtag teamskin, Cook County prosecutors said Thursday.

Pagan told the other student, who was also in his dance class and dance team, to watch out before he sent the lewd snapshot with the caption that read fresh and clean over winter break, Assistant States Attorney Brian Whang said. Pagan, 31, also allegedly sent that boy a text message that said, No shame in the game.

Pagan also grabbed that victims genitals at the school on Jan. 7, the prosecutor said.

Angel Pagan did cup checks on the other teenager in the locker room at least two or three times between the fall and winter of last year, Whang said.

The boy had noticed that Pagan touched other students in the same manner, Whang said.

In early December, Pagan allegedly accosted the boy in the locker room only wearing his underwear after basketball practice at the West Town charter school.

Pagan pulled open the curtain as the boy was showering, the prosecutor said.

Pagan got into the shower when the boy got out and called out the teenagers name. The boy, who was still in the locker room, turned around and saw a naked Pagan, Whang said.

That same month, Pagan started chatting with the boy on Snapchat, Whang said.

Pagan initially sent pictures of his face. But during Christmas break, Pagan messaged the boy a picture of a shower with the caption, shower time, the prosecutor said. Then Pagan started sending pictures of his penis, the prosecutor said.

Around the same time, Pagan contacted another 17-year-old student from the school who wasnt in Pagans class. Pagan sent that boy a picture of his genitals, Whang said. When the boy told Pagan he was straight, Pagan said he knew but was just playing, the prosecutor said.

The two students who were in Pagans class captured some of the images, which were turned over to police.

Pagan was arrested Tuesday.

Pagan is married, majored in computer science in college and is also a coach at the school, a defense attorney told Judge Adam Bourgeois Jr.

Bourgeois set bail at $500,000 for Pagan, of Melrose Park. Pagan is charged with aggravated criminal sexual abuse, sexual exploitation of a child and manufacturing harmful material.

Noble Street College Prep spokesman Cody Rogers said Pagan was recently terminated from his position at the school.

NBC NEWS REPORT LEAVES OUT THE SCHOOL...

A Chicago high school dance teacher faces felony sex abuse charges after allegedly sending students photos of his genitals on Snapchat.

Angel Pagan, above, is the latest Chicago charter school teacher arrested for sexual crimes against students. The deregulation of charter school teacher hiring has opened the door to prospective "teachers" whose desires for their students extend far beyond student learning. Pagan, who supposedly majored in computer science but was teaching "dance", apparently believed that because Snapchat pictures "disappear" from view he could send lewd photos of his private parts to students and not get "caught". Prosecutors have charged that Pagan regularly accosted students in the locker room and at least once joined a student in a shower after doing what he called a "cup check". Authorities say Angel Pagan used Snapchat to communicate with three students at his North Side Chicago high school, where he works as a dance teacher and dance team coach. The messages began with one student in April of 2015, according to police, before he started to Snapchat two others in December of 2015.

All three students received a Snapchat of the 31-year-old teachers genitals with captions that read shower time and fresh and clean, according to prosecutors.

Two of the students saved the photos and turned them over to police, according to the office of Cook County States Attorney Anita Alvarez.

At one point Pagan approached a student in the school locker room and made inappropriate comments before getting in the shower, according to prosecutors. After showering the teacher came out and exposed himself to the student, prosecutors said.

Two of the students told authorities they were fondled over their clothes by Pagan on at least two different occasions, police said.

Pagan, of Melrose Park, is charged with aggravated criminal sexual abuse, sexual exploitation of a child and harmful material following an investigation by the Chicago Police Department in cooperation with the States Attorneys Sex Crimes Unit.

He appeared in court Friday at Leighton Criminal Courts Building in Chicago where Judge Adam Bourgeois set his bond at $500,000. His next court date is scheduled for Feb. 16.
