Substance photo by George N. Schmidt.The September 2015 meeting of the Chicago Board of Education will be held on Tuesday September 29, 2015, instead of the usual Wednesday, because of the holy day. The sign up for the September board meeting will begin at 8:00 a.m. on Monday, September 21, 2015. For the past three months, sign-up has been closed within ten minutes of the opening. As Substance readers know, the Board continues to strangle public participation not only by siccing security against those who protest during the meeting, but by limiting the total number of speakers to 60, even though fewer than 30 people have actually spoken at any Board meeting during 2015. The logic offered by the Board is that each speaker is allowed two minutes, and the Board doesn't have to allow "public participation" to go on for more than two hours (60 x 2 = 120 minutes, according to BOARDTHINK). The Board's hostility towards public participation made a seamless transition when David Vitale was replaced as Board President by Frank Clark, and Barbara Byrd Bennett was replaced as CEO by Forrest Claypool.

For the September 29, 2015 Board Meeting, advance registration to speak and observe will be available beginning Monday, September 21st at 8:00 a.m. and close Friday, September 25th at 5:00 p.m., or until all slots are filled.
