CPS releases Network reconfiguration information, provided in this article... Major reorganization of the nation's third largest school district completed without public input and while ignoring the Board of Education and the Illinois Open Meetings Act
Between Halloween, October 31, 2013, and the second day of November (November 2, 2013) the "Chief Executive Officer" on the nation's third largest school system announced and apparently completed the massive reorganization of Chicago's sub-districts. A week after the public meeting of the Chicago Board of Education, the massive changes, which reconfigured many of the city's public school functions, was completed by edict, in violation of the Open Meetings Act. By the first weekend in November, it was, as Chicagoans have said so often, a "done deal."
At the end of this article is the latest listing of the majority of Chicago's public schools, listed according to the radical reorganization announced by CEO Barbara Byrd Bennett.
This information still hasn't been made publicly available to parents and teachers. Despite claims that the administration got "input" from "stakeholders," none was sought, not was the required 48 hour notice under the Open Meetings Act given.
But on November 1, 2013 officials at Chicago Public Schools finally provided some people with the information on the configurations of the new so-called "Networks" in Chicago Public Schools. "Networks" in 2013 are what the nation's third largest school district calls its sub-districts, and "Chiefs of Schools" or "Network Chiefs" are the term used to described the sub district superintendents. Because CPS avoids the requirement that these individuals be experienced Chicago educators, "Chiefs" in Chicago are now required to have Illinois administrative licenses. As a result, many of the "Chiefs" and "Officers" in Chicago's public schools, beginning with "Chief Executive Officer" Barbara Byrd Bennett, are unlicensed outsiders who are put into power with no knowledge of the city or its schools.
The latest CPS "Network" map by CPS "Chief Executive Officer" Barbara Byrd Bennett was developed in secret and announced a week after the regular monthly meeting of the Chicago Board of Education. It has not yet been release to parents and the public, despite rhetoric about the "involvement" of "stakeholders." Maps of the "Networks" are not yet available from CPS, only lists. A quick look at the lists and all kinds of strange configurations show up. For example, Steinmetz High School on the city's Northwest Side is listed in "Network 3" while nearby Foreman High School is in "Network 1." Other oddities may emerge as more people analyze the latest jumbling of Chicago's schools' administration.
This reorganization is the third time in 30 years that CPS has tried to do "K-12" (now "Pre-K-12") sub districts. Most school districts in Illinois are organized either elementary or high schools. So has Chicago been, for most of Chicago history. The last time combined districts was tried in Chicago was the horizontal "Regions" under Paul Vallas (1995 - 2001). The lumping doesn't work because the administrators either know high schools or elementary schools, but virtually none of them has any knowledge or experience of both.
That is less likely to matter today in Chicago because, starting at the top, most administrators have been brought in from out of town and don't know Chicago anyway. Most of the administrators are now imported mercenaries from out of town. If your job is to destroy the city's real public schools, it's best if you do not have local roots. Hence, Barbara Byrd Bennett and the majority of her "cabinet." Do the dirty work and Eli Broad, Rahm and others will relocate you when the assassins knives are still bloody. The latest, for Network purposes, is Rhonda Saegert, who is now "Chief" of Network 10, but who was very recently a principal in Cleveland, Ohio.
Barbara Byrd Bennett slipped Seagert on to the CPS payroll during the summer in violation of Board policy, which requires a Board Report for every employee earning over $100,000 per year. More and more both Mayor Rahm Emanuel and Barbara Byrd Bennett, his appointed CEO, are simply ignoring the Board and the law, as Emanuel did recently in announcing school constructions without bothering the Board with the multi-million dollar issue. Byrd Bennett snubbed the Board members with this current "Network" configuration, which she announced less than one week after the October Board meeting, when it should by law have been brought to the Board under the Open Meetings Act and Board policies.
Byrd Bennett claims they are supposedly reducing the "Network" people by 70 positions, citywide. Given the penchant for the current administration to shift around and hide the most lucrative positions, the public will need to see a Position File before that claim can be verified.
In 2011, CPS officials created the "Networks" and gave them quirky names that bore little reflection to traditional Chicago community names or census names. The November 1 listing of the new Networks provides a Network number, but no names yet for the new Networks, indicating that perhaps officials in Barbara Byrd Bennett's "cabinet" are still trying to figure out what to name each of the Networks. Substance had no information on that as of press time, although a pre-name was provided when CPS released the names of the new (or surviving) "Network Chiefs" a day earlier.
According to this listing, CPS has 456 real public elementary and high schools. Charter schools are, for the most part, not included in this list.
