Rahm pulls the 'Detroit Trigger' at budget hearing

Chicago Mayor Rahm Emanuel tread where his predecessor had refused to go — pulling the "Detroit Trigger." On Wednesday, August 31, 2011, Rahm reminded his listeners that teachers in Detroit had taken what he construed as a "ten percent pay cut" and challenged his audience to explain why Chicago should complain about a teacher pay freeze.
